Excellency
Corruption is a global menace plaguing modern society. Its adverse
impact can be felt even more strongly during the current economic
crisis. There is an increasing awareness that corruption cannot be
countered effectively without the combined efforts of the various
judicial organs, prosecutorial bodies, government, the private
sector, the media and civil society. The Global Forum VI on Fighting
Corruption and Safeguarding Integrity, whose overall theme will be
“Strength in Unity: Public-Private Partnerships to Fight Corruption”, is
to be held in Doha, Qatar on 7 and 8 November 2009 to explore strategies
involving various stakeholders to work together to counter corruption.
We would like to invite you and a delegation from your country composed
of representatives of your department and other departments as
appropriate, to participate in this Global Forum and honor us with your
presence. International experience has shown that fight against
corruption cannot succeed without an unstinting support from top
leaders.. As an influential leader in our fight against corruption, your
presence will enhance the value of this event. Your participation and
experience will enrich its deliberations and add greater weight to its
final outcome.
As you may be aware, the first Global Forum was convened at Washington,
USA in 1999 under the initiative of the then American Vice President Mr.
Al Gore to draw international attention to the problem of corruption and
to evolve strategies to counter it. Since then, the Forum has been
meeting biennially.
Meanwhile, the United Nations Convention against Corruption (UNCAC) has
come into force and the Conference of the State Parties to the
Convention (COSP) has emerged as a focal point for international
cooperation and policy-making. Hence, the International Organizing
Committee has decided that this should be the last Global Forum,
yielding its functions to be subsumed by the COSP. In order to
acknowledge the significant contribution of the Global Forum since its
inception, the International Organizing Committee has also decided to
unite all stakeholders in the fight against corruption and turn its last
meeting into a public-private partnership opportunity where political
and business leaders can explore concrete ways of joining forces for
genuinely collaborative action against corruption.
Please note that the Global Forum VI is being held back-to-back with the
third session of the Conference of the States Parties, which will take
place from 9 to 13 November, also in Doha. This will make it possible
to readily transmit the conclusions and recommendation of the Global
Forum VI to the Conference for its consideration. A separate invitation
to this event has been sent by the Secretariat of the Conference. I
would strongly encourage you and your delegation to participate in that
event also.
As part of the Global Forum VI, roundtables on six different themes have
been planned. We solicit your participation in these discussions. As the
roundtables are to be held simultaneously, we request you and your
delegation to kindly rank your preferences for the six themes in the
registration form.
We have tied up with various hotels for accommodation of guests for the
Global Forum and you will find these details in the registration form.
I enclose a copy of the Global Forum VI schedule, registration form and
information letter for your information.
I look forward to receiving a positive reply on your participation in
the conference. I request you to confirm your participation by sending
us the completed registration form before 30 August 2009 so as to enable
us to finalize arrangements. Registration could also be done online at
www.gf6.pp.gov.qa.
Sincerely yours
Ali Bin Fetais Al-Marri
