Brief overview on the Global Forum

 

The Global Forum on Fighting Corruption and Safeguarding Integrity is a multilateral gathering held every two years that brings together government representatives, specialists and academics from various parts of the world to discuss and enhance measures for fighting corruption. The primary objective of the Global Forum is to promote and facilitate international exchanges through periodic meetings.

The first meeting of the Global Forum on Fighting Corruption and Safeguarding Integrity between Legal and Safety Employees, an initiative of then US Vice-President Al Gore, took place in 1999, in Washington D.C. The goal of the Forum was to identify the causes of corruption and discuss effective methods for fighting the problem. The meeting stressed the need for immediate action and ongoing discussions.

The II Global Forum was held in The Hague, Netherlands, in 2001. Centered on the theme "Fighting Corruption by means of Integrity, Transparency and Responsibility," the Forum recognized the need to engage civil society, the private sector and the press in the development and implementation of effective strategies to fight corruption.

The III Global Forum, which took place in Seoul, South Korea, in 2003, was devoted to the theme "Growing Challenges, Shared Responsibilities." The Forum was centered on issues ranging from bribery, nepotism, money laundering and illegal transfers of assets to legal cooperation, sanction and control mechanisms, campaign financing and the role of governments in fostering transparency, among others.

The central theme of the IV Global Forum on Fighting Corruption was "From Words to Deeds.” The event took place from June 7-10, 2005, in Brasilia. Its program included workshops, panels and seminars aimed at stimulating discussion on issues connected to the international conventions governing corruption, money laundering, corruption measurement, public procurement, conflicts of interest, e-government, civil society, and corruption at the local level. The IV Global Forum looked at real cases and analyzed good practices as a way of contributing to the enhancement of international cooperation mechanisms and the adoption of viable and effective measures for fighting corruption.

The Global Forum V (GFV) on Fighting Corruption and Safeguarding Integrity was held from 2 to 5 April 2007 at the Sandton Convention Centre in Johannesburg, South Africa. The GFV was organized by the Government of the Republic of South Africa in co-operation with the African Organizing Committee and the International Organizing Committee. For four days, participants at the GFV on Fighting Corruption and Safeguarding Integrity explored the best ways of realizing their commonly held objectives. Fulfilling our commitments:  Action against corruption was geared towards:

  • Effective implementation and application of anti-corruption measures;
  • Guiding the work of the GFV;
  • Ensuring participation, contributions and the exchange of learning and information dealing with practical examples of implementation; and
  • Encapsulating political will and commitment.

In November 2009, Qatar will be hosting The Global Forum VI (GFVI) on Fighting Corruption and Safeguarding Integrity, centered on the theme: Strength and unity, working together against corruption. Discussions will be focused on the following five themes:

  1. Role of Legislature, Offices of Prosecution and Judiciary
  2. Creating a culture of integrity
  3. Public private partnership in procurement
  4. Need for reforms in public and private sector
  5. Global financial crisis & corruption: Due diligence in the financial sector
